Council approves parking expansion and tree-variance for Baylor Scott & White site with neighbor concerns about drainage and foliage

Kimley-Horn presented an amended specific use permit and concept site plan to allow added parking at the Baylor Scott & White emergency-medical site at 511 W FM 544. Planner’s materials showed a net gain of about 23 parking spaces and an increase in impervious coverage to about 69% (below the 80% maximum for the zoning district).
Staff explained the project would remove caliper inches of trees and requested a tree-preservation variance; the applicant proposed mitigation plantings (eleven 4-inch-caliper trees) on site. A neighbor who lives immediately adjacent to the property said he was not opposed to the hospital but asked how new trees and closer parking might affect leaves, noise and drainage onto his property. Planning staff said the city engineer had preliminarily reviewed drainage and had no concerns; detailed permitting and engineering review will follow prior to construction. The council approved the SUP and the variance unanimously.
