Staff reports ARPA portfolio progress and previews ILAs with Durham Public Schools

Claudia and other staff provided the board with an ARPA status update and highlighted the county’s community grants portfolio. Staff said 49 ARPA‑funded projects are in active work and that, while the obligation deadline is approaching, Treasury guidance allows some contract amendments, category reassignments and rebidding for like services when necessary.
John (staff) briefed the board on two draft interlocal agreements (ILAs) with Durham Public Schools—one for school capital projects and one to support Title I schools and related pre‑K classroom funding. He said DPS is finalizing budgets and scopes; the ILAs will include reporting requirements (monthly or quarterly reporting depending on the program) and return to the board for approval so signatures and obligations can meet Treasury deadlines.
Claudia highlighted priorities should the board need to reallocate unobligated ARPA funds, suggesting areas that align with board priorities and that also fit timeline constraints (childcare subsidy, food security, and certain infrastructure projects already under contract). Staff noted that if a project comes in under budget, the excess can be shifted to other ARPA projects within portfolio rules. Staff also previewed a joint‑funded groundbreaking (city and county) and said the ILAs will be presented for approval in a regular session this month.
Commissioners asked for continued transparency about grant spending and suggested posting project snapshots and contract terms online; staff said an annual report and public dashboard will document awards, spending and outcomes.
