Durham County details CIP refresh and moves sheriff training, wastewater and animal-shelter projects toward design or bid

Deputy County Manager Claudia Delgado and capital staff presented a CIP planning update, emphasizing sequencing, affordability and shovel-readiness. Staff said they began the CIP refresh in late 2023 and expect a refined, prioritized CIP in November for board consideration; they noted substantial cost increases for many projects since pre-COVID estimates and emphasized focusing on projects planned for the next four to five years.
Highlighted near-term items: an RFQ for the animal shelter (estimated $37–45 million), the sheriff training facility (design complete and pre-qualifying contractors for bidding), the Triangle Wastewater Treatment Plant admin building (bid-ready), Project Build space at Hope Valley (~$1.5M upfit), and a co-located city/county Fire & EMS station at Highway 54/Davis Drive. Staff flagged urgency for an EMS fleet repair facility because the county's lease ends in 2025; the county is evaluating a temporary solution at the Parkwood site and continuing to program a larger, long-term fleet maintenance facility (budgeted in earlier plans at $50M+).
Commissioners expressed priorities and concerns — e.g., the animal shelter's long wait and funding options; transitional housing capital (a proposed $3.7M figure for an upgrade was questioned because it would yield limited capacity); partnership opportunities with nonprofits; and identifying underused county properties for potential reuse or disposal. Staff said additional supplemental CIP detail and timing will be posted and presented in September/October for board refinement and potential bonding and financing decisions (the plan currently shows a bond referendum in 2026 as a funding option).
