Planning commissioners voted 11–0 to approve DEV2026‑00029, the final development plan for Black & Veatch's redevelopment at 11401 Lamar Avenue. The plan includes a 9‑story corporate headquarters (approximately 723,000 square feet) and a multi‑level parking structure with several above‑grade and below‑grade levels serving the campus.
Staff summarized the project, noted the site will include multiple pedestrian linkages and green space, and recommended a deviation for the garage location with strict screening and landscape requirements so the garage facades present as windows rather than open bays. Staff concluded the deviation would not adversely affect adjacent properties if the applicant installs the proposed screening and landscaping.
Dusty Friesz, a Black & Veatch vice president, said the structured parking supports thousands of employees and that the first floor height can accommodate future retail if needed. "We have, a lot of employees that will be using this building," Friesz said as he explained the company’s parking needs and phased approach to stormwater treatment and landscaping. He confirmed the applicant agreed to staff stipulations A–KK.
Commissioners pressed on tree preservation and stormwater; staff and the applicant said underground parking and shoring constrained on‑site tree retention but that replacement plantings and phased stormwater treatment are planned. Commissioner Strauss moved to approve the final development plan with stipulations A–KK; the motion passed 11–0.
