Staff: Playbook OP adoption is aspirational; funding decisions separate

Kate and Brian Tobin reminded the committee that Playbook OP is an aspirational long‑range plan and that adoption alone does not guarantee funding for projects included in the plan. "Adoption of this plan does not mean that we are funding this plan," Kate said. Staff said that if additional funding becomes available, they will use the plan to accelerate recommendations; otherwise staff will use the document to prioritize maintenance and improvements within existing budgets.
Staff outlined next steps for aligning plan language with implementation: work with MIG to place universal‑design language without creating conflicts across chapters, refine priority lists, and return a consolidated draft for review and potential adoption late this summer. The committee set follow‑up topic dates (aquatics July 20; trails/sidewalks Aug. 4) and emphasized that each park project will still require separate funding approval when brought forward.
