Committee to consider helmet requirement for minors after staff research on micromobility injuries

Chair Reese told the committee he will place a helmet ordinance on the June agenda following discussion with staff and the medical community. Fire department and trauma surgeons provided numbers and research to inform the conversation: committee discussion cited that since 2017 there has been a rise in emergency department visits related to micromobility devices—committee members referenced "almost 700,000" ER visits and "533 fatalities" in the period discussed—and noted research that helmet use can reduce traumatic brain injury by "65 to 88 percent" and severe brain injury by "75 percent."

Members discussed whether any requirement should apply to minors and said they would benchmark neighboring jurisdictions. Chair Reese noted Olathe and Leawood have age-based helmet requirements and reported checking the local benchmarking; he said he sees 18 as a helmet threshold in nearby cities. Several members raised equity concerns, citing Bikewalk KC's position that helmet laws can be inequitable for some groups; staff and council members proposed helmet drives and making helmets available through police vehicles or city distribution so enforcement would not penalize families without access to helmets.
