Overland Park council directs staff to prepare resolution on organized trash collection

The Overland Park City Council voted to direct staff to prepare a resolution and a resolution of intent that would begin the statutory process required to establish city-organized collection of solid waste and recycling.

Council President Cheatham moved the recommendation from the Committee of the Whole, saying the city's solid-waste study showed potential cost savings and service improvements for residents. "The results of the solid waste study tell us that we can save residents money on their trash bills and provide them with better service while improving our environment if we move away from our current system," Cheatham said.

The council approved the motion without recorded opposition. Staff noted that Kansas state law sets a strict timeline and procedures — including public hearings and a formally adopted ordinance — and staff will return with a plan. Council members and staff said the earliest a new organized-collection program could begin is January 2029, allowing time for public engagement and additional meetings.

The direction represents the start of a multi-step policy process rather than an immediate change in service. Officials emphasized public hearings and additional opportunities for residents and homeowners associations to weigh in before any contract or city-run program is adopted.
