Board considers shade and playground additions; Cedar Grove flagged as playground desert

Staff and board also weighed geographic balance (Hays Park and Windsong Park were both discussed as shade-structure candidates) against capacity for design and installation. Staff said shade structures are generally less complex and could be advanced as quicker wins if the board chose to reorder priorities.
