Board prioritizes trail connections; staff warns Prosper 170 underpass needs erosion work before development

Trail connections topped staff's list as a high priority. Director David Angeles said the 1st Street trail is a critical northeast connector that ultimately ties into a regional trail network and that Doe Branch South is another key gap-filling segment with low-bid estimates near $1 million and high bids near $2 million.
Angeles also highlighted an alternate trail near the Prosper 170 development: an existing underpass beneath 1st Street that currently lacks retaining walls and suffers from erosion. "Once that development happens ... we need to make sure that that underpass is safe and we don't have our park operations team pretty much shoveling dirt every single time it rains," he said. Staff urged design and corrective work to ensure ADA compliance before heavy public use.
The board acknowledged the high bids on Doe Branch and the need to balance large-ticket trail projects against smaller quick wins; staff recommended pursuing a mix of high-impact trail work and smaller amenities depending on capacity and funding.
