Staff told the Parks and Recreation Board that Frontier Park's core renovation is both costly and complex because of underground utilities and ADA constraints, and recommended phasing design and construction to avoid overwhelming staff capacity or consuming too much of the remaining bond funds.
"When you do a design of a park of that scope, you do the design and all the documents together," Director David Angeles said, noting the core renovation could represent roughly one-quarter of available funds if committed early. He estimated the restroom portion at about $800,000 and the paving/storage pad at approximately $600,000, and suggested staff could package work into bid alternates to peel off expensive components if bids come back high.
Board members questioned how long the restroom had been requested and whether to prioritize that work sooner. Staff cautioned that taking large areas offline for construction would disrupt residents and could take 12 months or more for construction if combined into a single contract. The board discussed using CIP or other funding sources to avoid funding Rec 407 with bond funds.
Next steps: staff will refine cost estimates and propose packaging options (separate bid packages and alternates) to reduce schedule impacts and budget risk.
