Missouri City updates Parks & Recreation fee schedule; RSA charges and special-use fees revised

Danielle Stewart, Assistant Director of Parks and Recreation, presented proposed updates to the department’s fee schedule intended to align direct operational costs with user charges. Stewart said bench-marking and cost-recovery analysis led to higher pavilion fees, a change for recognized sports associations (from a flat $100 to fees reflecting actual usage), new auditorium add-ons and a special park use fee for commercial or open-to-public events.
Stewart said the city has coordinated with RSAs and will work on scheduling to reduce hours where possible; she explained nonprofit rates are handled under a separate meeting-room policy that provides a 50% discount in nonpeak times and 25% in peak times: "So our software system is set up... nonprofits get a 50% discount on their usage," Stewart said. Council members asked about resident verification (the city uses GIS boundaries rather than ZIP code) and enforcement of permit requirements and park-cleanup procedures; staff said park runs and routing are used to monitor conditions and enforcement follows when necessary.
