Neighborhood Services expands zones, separates health and code divisions; enforcement for right-of-way and window signs starts

Dara Horace, director of Neighborhood Services, told the council that since taking the job he expanded the department’s footprint to the Sienna Annex and the Public Safety Building, separated health and code into distinct divisions, and completed the citywide transition to GFL for solid waste and recycling.
On enforcement, Horace said the department moved to a zone-based code enforcement model to target problem areas and confirmed that enforcement of the updated right-of-way maintenance rules and the window-sign ordinance would start immediately: "And so enforcement with the right away would start today as well as the enforcement with the window sign ordinance," Horace said. Councilmembers asked about timelines, business impacts and how the department will use technology (City 311) and potential field tools to improve responsiveness.
