The new shelter building is nearly finished, staff said: generators and fence work remain, the parking area is gravel pending final paving, and dog runs will be laid out once the structure is complete. Council members proposed a combined ribbon‑cutting and adoption event once the facility is ready for public use; staff and council agreed to plan an event after the final items are finished.
