The Rosenberg City Council voted to approve Resolution R-3910, authorizing the mayor to execute a first amended and restated interlocal agreement with Fort Bend County for Copeland Road Section 3 (project no. 220115).
City staff described the amendment as clarifying county mobility-bond language, identifying ineligible costs, and restating the county's maximum contribution at 50% of eligible project costs. Staff said the project is included in the county mobility bond and the city's FY2024 capital-improvement plan. "Project's estimated cost remains at 4,100,000," a staff presenter said during the discussion.
Council members asked whether the developer would contribute to the work; city staff said the developer has paid for portions already on the ground and that the developer’s contribution was believed to be in the multi-million-dollar range. Joyce, a staff member, said she believed developers "were paying over 3,000,000" toward the overall roadway work; staff also referenced a $2,050,000 city contribution that was paid when the original agreement was approved in 2023.
Hector moved to approve Resolution R-3910; the motion was seconded and the council approved the resolution. Staff said if the county were to cancel the project the city’s previously paid funds would be returned to the city per the agreement language discussed on the record.
