The Rosenberg City Council on Monday approved a three-part tax-rate package that sets a 30¢ per $100 valuation ceiling and allocates the adopted rate between maintenance-and-operations and debt service.
Councilmember Hector moved to adopt a property tax rate of 30¢ per $100 valuation (Ordinance No. 2025-27); council members voted in favor. The council then approved a maintenance-and-operations rate of 0.18298 and a debt rate of 0.11702. The council characterized the package as a 2¢ tax cut overall compared with the prior-year rate.
The city attorney advised that once a proposed rate is published—here, the 30¢ ceiling—state law prevents raising the rate above that published figure. Councilmembers discussed whether to go lower (some mentioned 28¢) but a majority supported 30¢, citing service-level concerns. After the votes the mayor said, "Congratulations, public. The motion passes, and we're gonna get a little tax break."
The maintenance-and-operations motion was recorded in the meeting as passing unanimously; the three votes together set the effective tax-rate structure that staff will use when instructing the county on collection amounts and preparing required notices.
