Council reviews facility-use agreement with Rosenberg Football Club, looks to ratify Sept. 16

The Rosenberg City Council workshop reviewed a proposed renewal of the facility-use agreement with Rosenberg Football Club and directed staff to return a revised agreement for formal ratification on Sept. 16, 2025.
Rigo, a city staff member who presented the item, said the council initially approved resolution 33-25 on Sept. 6, 2022 establishing a three-year agreement that begins Oct. 1, 2022 and expires Sept. 30, 2025. Rigo told the council staff had earlier recommended not extending the agreement because of the club's failure at times to communicate with the city and to pay participation fees on time, but that staff had since met with the club and prepared a draft agreement and a spring roster summary for council review.
Darren Weber (gave his address to the council) said the leagues are finalizing schedules and that the club has provided practice schedules; he said the club would provide the home-game schedule "in the coming days." He told the council roughly 55% of participants are Rosenberg residents and that the club has steadily grown into its eighth year. "We do have our practice schedule... but we'll actually be able to provide the game schedule for the home games in the coming literally in the coming days," he said.
Council members asked about the fee changes and insurance requirements. Council members noted a proposed $20-per-participant increase and sought confirmation that the club would secure a $1,000,000 general-liability policy naming the city as an additional insured. The draft agreement in the packet requires that coverage per occurrence and annual proof of insurance prior to facility use.
The council signaled general support for moving forward with a revised agreement contingent on the club meeting insurance and scheduling requirements. The mayor said the item will return to the council agenda on Sept. 16 for formal ratification; no formal action was taken at the workshop.
What happens next: staff will finalize and issue a revised draft agreement for council consideration on Sept. 16, 2025. The council asked for proof of insurance and the final schedule before formal ratification.
