Commission approves UDC amendments for Dallas North Tollway district, tightens dual-brand hotel and lighting rules

Staff presented four sets of proposed amendments to the Unified Development Code, including a process to close inactive applications, a definition and amenity thresholds for dual-brand hotels, landscaped standards for the Dallas North Tollway (DNT) Overlay, and restrictions addressing dynamic holiday-style lighting.

Commissioners debated the dual-brand hotel language at length and settled on a requirement that at least 60% of guest rooms be full-service (measured by room count), with any lower share requiring a special-use request. The goal was to ensure the dual-brand product still reads as primarily full-service in the town's market. Commissioners also agreed to lift most color restrictions on decorative lighting but to prohibit flashing or strobing effects that could create a nuisance. "I agree that flashing lights are a medical hazard for people with epilepsy," Bonnie Jelinek said during the public hearing; commissioners translated that concern into a targeted prohibition on flashing/strobing rather than a ban on decorative color choices.

The UDC changes also lock in DNT corridor design standards (tree rows, setbacks, open-space criteria and parking guidance) that staff had previously developed; commissioners asked staff to provide references tying inserted language back to the earlier DNT documents. The commission voted to approve the amendment package with the agreed edits.
