Council hears case for new EMS captain position to boost medical response and compliance

Fire/EMS leadership presented a proposal to add an EMS captain position to improve medical response, training and regulatory compliance.

Council members pressed on whether the new position would substitute for outside EMS resources or create additional supervisory layers. Staff said the role is intended to improve compliance with the Texas Department of State Health Services and to provide citywide training (including CPR), not to replace ambulance services. The proposal includes vehicle and equipment costs tied to the position and was presented as a cost-effective way to raise service quality.
Council deferred final staffing decisions to more detailed budget deliberations and requested clarification of operational duties and cost offsets before a final vote.
