Some members favored fully eliminating grant awards this cycle; others urged a 50% cut as a compromise to "wean" organizations off grant dependence. Staff said the HOT fund currently brings in roughly $835,000 in revenue and has expenditures around $921,000 in the proposed budget, which prompted the recommended reductions.
The council directed staff to carry the HOT grant discussion to the committee and present more detail on the Civic Center's operating costs and what the grant recipients produce in terms of rooms-night impact.
