The Eau Claire County Board of Supervisors adopted a revised fund-balance policy intended to preserve reserves, improve credit standing and create a predictable pool for capital and debt management. Supervisor Pagonis explained the draft was the result of multiple contributors and said the county treasurer requested a $15,000,000 fund-balance target to ensure cash-flow needs are met.
"The madam treasurer would like a fund balance of $15,000,000," Supervisor Pagonis said, explaining the figure was chosen to support cash flow. Supervisor Sook summarized the policy's objectives and historical context: "If you look over the last 5 year history, we have been everywhere from 13,000,000 to 20,000,000." Members clarified contingency treatment (included in 2025; separated for 2026) and that use of fund balance requires a budget amendment and a two-thirds board vote. The resolution passed by roll-call, 27 yes and 2 absent.
