As staff reported: "Of the 3 remaining bids, staff recommends, Sweeping Corporation of America LLC, who submitted the 2nd lowest annual bid, which includes the, base bid and alternate bid in the total amount of $108,232.60." The base bid covers 12 monthly cycles totaling 131.93 curb miles at $55 per curb mile; the alternate provides four additional cycles (typically December–March) covering 81.38 curb miles at $65 per curb mile. The recommended contract term is Oct. 1, 2025, through Sept. 30, 2026, with up to four one‑year renewal options if mutually agreed.
Council members asked about the firm’s local presence and service quality. Staff said the company maintains an office in Houston, has references from Sugar Land and TxDOT, and that references had been checked. A council member raised operational concerns about dust and machine spraying, asking: "Can we check the actual machine, make sure it had that sprayer? Because it looked like a dust storm. I followed it, a few times, but it's in town. And, it's not spraying any water prior to the, prior to the sweeping." Staff committed to meet the contractor to confirm procedures and watering practices.
Council Member Hector moved to approve Resolution R3961; Felix seconded. The mayor called the vote and declared the vote unanimous in favor of awarding the contract.
Staff indicated a single bid was disqualified for lack of references; Sweeping Corporation of America LLC’s references were found acceptable. The city will oversee pre‑start meetings with the contractor to confirm wetting procedures, curb proximity, and performance standards.
