Council reviews proposed fee-based street-cut permits, inspection fees

Public Works Director Brad told the council the department is proposing a fee-based street-cut permit system to replace the current $10 flat rate. He described the scale of recent work (for example, a fiber line project he cited as "407,000 linear feet of fiber") and said the flat fee does not cover inspection or overhead. "Currently, we have a $10 flat rate street cut permit," Brad said. "The inspection fee on that permit will go to $75 for each inspection," he added, and he described a proposed $100 base fee and various other per-use charges tied to scope.
Council members asked where revenue would be recorded and whether the funds could be dedicated to a nonreverting public-works account; staff said the deposits would go to the general fund but discussed nonreverting options for targeted spending. Council directed staff to refine the ordinance language and the fee schedule for a future meeting.
