County approves DOJ grant expansion for juvenile "1 80" program and adds staff

Director Weideman told the board the county received a $247,000 Department of Justice grant to expand the county's '1 80' juvenile program and asked the board to create a limited-term full-time detention worker position to support the expansion. "We did receive a grant for $247,000 from the Department of Justice to expand our 1 80 program," Weideman said.
She explained the juvenile detention center (JDC) has 23 beds total with 8 beds for the 1 80 program and that the position would support therapeutic services, treatment-plan adherence and transportation for off-site services. The grant covers a two-year cycle starting July of the current year and running through July 2027. Weideman said the program bills at a rate discussed on the floor and that the JDC has been operating 'in the black' in recent months.
Supervisors asked about fee structures for out-of-county placements and the risk of federal grant clawbacks. Weideman said fees were raised last year to $5.75 (as stated in the meeting) and that the department can bill $575 per day for certain program placements; she acknowledged the Department of Justice has recovered grant funds in other cases and said staff would return to the board if a claw-back occurred. The resolution passed unanimously, 23–0.
