Staff explained that the city’s 10‑year contract for solid waste collection with GFL Environmental allows annual CPI adjustments not to exceed 2.5%. GFL requested a 1.34% increase based on the CPI; staff prepared an updated schedule and recommended adoption of Resolution R‑3925. "In 2024, JFO submitted a request for modification of the rate, proposing an increase of 2.46% ... On 07/15/2025, GFL submitted a request for modifications to the rates proposing an increase of 1.34% based on the annual increase in the CPI," staff said.
Under the approved schedule the monthly residential fee for a regular home increases from $18.64 to $18.89 (a 25¢ per month increase) effective Oct. 1, 2025. Council described the change as a pass‑through; a late attempt to record an abstention was noted but staff confirmed the voice vote carried and the schedule will be updated.
