Notus council approves Conway Ridge development agreement after mayor breaks tie

The Notus City Council voted to approve the Conway Ridge development agreement on June 18, 2025 after Mayor David Porterfield cast the deciding vote in a 3–2 tally. Council President Steve Ahlborn moved to approve the agreement, and Councilman Rob Hartsock seconded; Ahlborn and Hartsock voted yes, Councilman Devin Krasowski and Councilwoman Lupita Conner voted no, producing a tie that Mayor Porterfield broke by voting yes.

The agreement incorporates conditions raised by staff: City Planner Antonio Conti requested that a park be built in the first phase (with location to be either the south or north portion of the project) and that water-sampling stations be noted, with one station to the north and one to the south. City Attorney Ben Layman identified three attorney-requested points to be included in the agreement: a developer commitment to assist the school district if a local school becomes overpopulated, an assumption-of-risk clause, and confirmation that a park will be included in a phase of the development. Mayor Porterfield had earlier told the council the developer said it would begin legal proceedings if the agreement was not approved by Friday.
