Councilmember Charlie Shutt moved to accept the study for consideration; Councilmember Will Butler seconded and the motion carried on a recorded unanimous vote.
The council also scheduled a public hearing on the proposed rate increase for November 11, 2025. The study acceptance is procedural: the public hearing will provide the formal forum for public input and for council to consider whether to adopt a rate ordinance after public comment and further deliberation.
