Commissioners approve professional services for FM‑740 and FM‑1141 projects

Rockwall County commissioners approved professional services agreements for two roadway projects as part of the county’s bond program.
The first agreement with Othon Inc. covers environmental and schematic work to widen FM‑740 South from FM‑1140 toward the Kaufman County line at a total cost of $3,012,223 funded from road bond monies. "This will be for the environmental and schematic design on this and to try to find a clear path around and through those 2 s curves," staff said during presentation of the item. The court approved the agreement 5–0 and designated a county representative to coordinate the project.
The second agreement with Pape Dawson Consulting Engineers covers environmental and schematic design for FM‑1141 (State Highway 66 to FM‑552) at $3,494,150, again using road bond monies. Staff said the contract includes work near several schools, complex intersections, utility avoidance and a floodplain crossing. The court approved that agreement 5–0 as well.
County staff said both agreements will move the two projects through schematic and detailed design, with public outreach and right‑of‑way coordination to follow. Commissioners emphasized the need for coordination with municipalities and TxDOT as designs progress toward construction.
