Court accepts dedicated Westview open space and narrowly approves $20,000 to clear path

The Rockwall County Commissioners Court voted to accept the formal dedication of Lot 15 in the Westview Addition Phase 2 and, in a separate and controversial vote, authorized spending up to $20,000 to clear a portion of the dedicated land so officials and volunteers can inspect it.
Residents Carrie Eiman and Lauren Dominguez Sanchez spoke during the public forum to urge caution because the lot and adjoining yards lie in a flood zone and because neighborhood roads are privately owned. "It is a flood zone," Eiman said, emphasizing concern that any construction must not alter stormwater flow onto private property.
Commissioner Lichty said the clearing is intended to be limited: a perimeter mulched path and selective channel cleaning to allow the Open Space Alliance and neighbors to walk the site and recommend uses. Contractor Roger Hall described a selective 15– to 30‑foot perimeter cut and channel cleanup for drainage: "We're going to clean out those tributaries and blue line streams as we go down through there," he said, explaining the work is meant to allow safe inspection and not to create permanent roadways.
Commissioners debated sequencing — whether to survey neighbors, involve the county engineer before machinery enters the site, and ask the Open Space Alliance to draft a plan — before approving the $20,000 authorization by a 3–2 vote. Commissioners who opposed the motion cited uncertainty about long‑term maintenance, potential traffic on private streets and the lack of a detailed plan from the Open Space Alliance. Supporters said the limited clearing is necessary to assess the site and to inform follow‑up planning.
