Downtown streetscape goes to bid; SCIIP utility work and middle-school crosswalks updated

City staff reported the downtown streetscape project is out for bid with construction expected by Dec. 5; SCIIP utility work continues (phase 1 testing and phase 2 movement to Oak Street) and a walkability grant funded newly installed crosswalks by the middle school.
City Administrator Kevin Bronson reported that the downtown streetscape project (funded through local bond money, C-Funds, ARC and CDBG) is out for bid after a pre-bid meeting attended by about 10 contractors. Bronson told council the project is expected to be under construction by Dec. 5, which may require an alternate route for the Christmas parade; council will be presented options for tree placement on Retreat Street if access is restricted.
Utility Director Scott Parris reported the SCIIP project: phase 1 testing is complete for all lines except Mimosa, and phase 2 contractors are moving to Oak Street with work planned near the Hwy 24/123 intersection in front of Ingles; staff are developing traffic-control alternatives to keep traffic flowing while work proceeds. Assistant City Administrator Reagan Osbon said walkability grant work to repair heavily used crosswalks near the middle school was completed that day.
Staff did not provide firm start dates for all segments but signaled active coordination to minimize traffic disruption during the utility work and to align streetscape construction with community events.
