"Where we're getting with solid waste, though, is we've bought 3 years in a row, 3 new pieces of equipment," Staff member (Speaker 2) said, noting that higher debt service follows recent purchases and that the fund has undergone several rate increases. He said purchases were necessary because equipment had gone too long without replacement.
Staff recommended monitoring customer-base growth so that rate increases and debt-service amortization become sustainable; he said long-term amortization terms (three to five years for some equipment, seven to ten for larger items) shape future budgeting and that staff will include the debt-service schedule in backup materials for the council.
No rate-change votes were taken at the workshop; staff offered follow-up documentation and the debt-service schedule for further council review.
