Council sets Aug. 11 hearings for delinquent recycling, trash and stormwater accounts

City staff recommended the council approve lists of properties with delinquent recycling/trash and stormwater fees and set public hearings to consider assessments. The hearings were scheduled for the council's regular meeting on Aug. 11, 2026, at 7:00 p.m. to meet county deadlines for assessment submission.
For recycling and trash, staff cited K.S.A. 65-3410, which authorizes cities to assess delinquent fees against properties (excluding amounts billed in the last 60 days). Staff said letters will be mailed at least 10 days prior to the hearing to notify property owners; after the hearing the council may consider a resolution to approve the report of delinquent fees for assessment against properties. Councilmember Jim Schrader moved to approve the list and set the hearing; the motion passed unanimously.
For stormwater, staff referenced Resolution 990-2018 (adopted in April 2018) authorizing stormwater fees and recommended holding a hearing on Aug. 11 as well. Councilmember Troy Hill moved approval to set the hearing date and council approved it.
