Park City Council authorized an agreement with Wichita State University's Public Policy Management Center (PPMC) to carry out a resident survey as part of a comprehensive plan update.
Staff explained that Park City’s current comprehensive plan dates to 2018 and that the city is updating the plan to reflect recent growth and changing demographics. Because building a statistically significant survey requires specialized capacity, staff recommended contracting with PPMC to develop the survey instrument, execute survey delivery, analyze results, and produce a final report. The contract amount in the staff presentation was $12,434 for survey development, execution, data analysis, and delivery; staff also estimated printing and mailing costs of $2,321 that the city would absorb. Staff told council the contract required city-attorney review and that the attorney was on vacation; staff expected signatures after review.
Councilmember John Wells moved to authorize the mayor to execute the contract not to exceed $12,434 to be paid from the capital projects fund; the motion was seconded and approved by council. Staff indicated survey delivery would target September–October with a final report near the end of the calendar year.
