Auditor issues unmodified opinion; city reports about $33.4 million cash on hand

An independent audit of Park City’s 2025 financial statements received an unmodified (clean) opinion, the auditor told the council July 28.
"We've issued the highest and cleanest auditors opinion that we can issue, which is called an unmodified opinion," Sean Gordon of Gordon CPA said during his presentation. He outlined the audit report, noting fund-level statements and notes and said the audit presented roughly $33,400,000 on hand as of Dec. 31, 2025. Gordon also said auditors had "no recommendations to communicate" to the mayor and council.
Councilmember John Wells moved to receive and file the audit; the motion was seconded and the council approved it. The council did not request additional actions following the presentation.
The audit materials presented to council included the independent auditor’s report, a summary statement of receipts, expenditures, and unencumbered cash, and notes to the financial statements. Gordon noted the report included prior-year comparisons and budget columns for budgeted funds.
