The Steubenville City Council voted unanimously on Feb. 9 to enter an executive session to consider the appointment and employment compensation of a new city manager and set interview times for six finalists.
"Mr. Walker made a motion to go into executive session to consider the appointment, the employment compensation, of a public employee, specifically the appointment of the new city manager," the motion record shows. Councilmember Walker proposed the interview schedule as follows: Michael Johnson at 6:10 p.m.; Christopher Frazer at 6:45 p.m.; Steve Kelley at 7:20 p.m.; Corey Spackey at 8:00 p.m.; John Carlier at 8:35 p.m.; and Daryl Fry at 9:00 p.m. Ms. Hoover seconded the motion; the council took roll call and recorded "all ayes." The chambers were cleared for the executive session.
When chambers were reopened later in the evening, Ms. Hoover moved to adjourn the special meeting; Mr. McManamon seconded. A roll-call vote again returned unanimous support, and Mayor Ralph Petrella declared the meeting adjourned. No appointment or public deliberation on candidates was recorded in the public minutes; the transcript records only the motion to enter executive session, the scheduled interview times, and the adjournment.
