Steubenville City Council voted during its Dec. 18 meeting to meet in executive session to consider the appointment, employment and compensation of a public employee — specifically the appointment of a new city manager. The motion listed four prospective appointees and ordered their interviews in sequence.
Mr. Walker moved (second Mr. Albaugh) to enter executive session and to invite the following candidates for city manager in this order: Frank Luckino (6:45), Kathy Workman (7:10), Michael Brillhart (7:35) and Carlo Capaldi (8:00). The motion passed on a roll-call vote of all ayes. Council chambers were cleared for the executive session and later reopened.
After the executive session the council also approved a special council meeting to interview the candidates who advanced to the next round. Mr. Walker moved (second Mr. Albaugh) that a special meeting be held Monday, Jan. 12, 2026 at 6:00 p.m. for in-person interviews; the motion carried by roll call (all ayes). The meeting minutes do not record any vote tallies per candidate or appointment decisions during the public record; the action taken in executive session and subsequent interviews will determine any appointment.
