Engineering director outlines Ascent plan for Lovers Lane access to proposed well pad

Engineering Director Mike Dolak told council that Ascent has renewed interest in installing a well pad on a roughly 153-acre site off Lovers Lane and presented a preliminary concept to widen about 850 feet of the roadway to permit safe oil-and-gas truck access. Dolak said the work would include a new roadway, curbing, driveway adjustments and replacement of a water line in places; the company has agreed to follow the city’s construction specifications. "They would be paying for it," Dolak said when council asked who would fund the improvements.
Dolak and Law Director Costa Mastros said the city would require ordinances and a road-use maintenance agreement, and likely a performance bond and project inspector before work begins. Council members pressed concerns about property-owner coordination, how temporary easements or acquisitions would be handled, and how the city would enforce designated truck routes once the pad is active. Dolak said the company would likely post a bond and that agreements would specify maintenance responsibilities during the heavy-construction period; he noted state oversight (Ohio Department of Natural Resources) could apply if the parties do not reach agreement.
