Steubenville City Council on Dec. 18 unanimously adopted Ordinance No. 2025-79, an amendment to Ordinance No. 2024-86 establishing the city's revenue tax budget for the year ending Dec. 31, 2025. Mayor Jerry Barilla announced the third and final reading and invited public comment before the roll-call vote.
“We’ve heard the third and final reading of Ordinance No. 2025-79,” Mayor Jerry Barilla said during the meeting; there were no members of the public who stepped forward to speak. Council member Mr. McManamon then “called the question,” and the roll call returned all ayes. Mayor Barilla declared the ordinance duly adopted. The ordinance is scheduled to go into effect on Jan. 17, 2026.
The ordinance text, introduced by the finance committee (Messrs. McManamon, Hernon and Gorman), states that performance for the revenue tax budget will be specified by plan and projection. The council did not record any recorded amendments or public objections in the meeting minutes. The adoption was a formal vote of the council with no further action taken at the meeting.
