Council adopts ordinance to advertise 2026 CDBG street improvement bids

Steubenville City Council on Jan. 27 adopted Ordinance No. 2026-3, authorizing the City Manager and Urban Projects Director to advertise for bids for the 2026 Community Development Block Grant (CDBG) Street Improvement Program. Council member Mayo called the question; the roll-call vote was all ayes and Mayor Ralph Petrella declared the ordinance duly adopted. The ordinance was announced to take effect on Feb. 26, 2026.
The measure authorizes the city to solicit bids, to reject any and all bids, and to enter into a contract with the lowest and most qualified bidder in keeping with program requirements. Council members did not debate specifics of individual streets during the public reading. The action follows the Planning Committee’s referral and completes the third and final reading required before execution.
