The mayor (Speaker 1) cautioned that state law already covers much of this behavior and warned of enforcement difficulties other cities have faced: "there is a state law, that covers most of this, as far as it is a misdemeanor to take a shopping cart off of the the owner's property under, state law." Council asked staff to review legal options and speak with grocers and neighboring cities to assess enforceability and potential ordinance language.
