Rodney Clark, the regional facility manager for Discount Tire, told council that his company sought the drive-through in part to avoid cars backing up into a nearby Lowe’s entrance and cited customer safety and operations: "...we do over a 100 air checks a day." Clark said Discount Tire leases 29 parking spaces from Lowe’s to accommodate customers and employees and asked that the drive-through and removal of the island be allowed to improve safety and circulation.
Council members pressed the applicant for specifics about the safety concerns and whether an island or other design elements would reduce conflicts. Staff noted the current configuration lacks space for a bypass lane without major reconstruction. The work session did not record a council vote; the item will return for formal action.
