On the outage, Phelps said the recent internet failure "disrupted the entire community." She explained satellite customers, the high school and library retained internet access and emergency services were able to receive 911 calls, but many citizens had difficulty calling 911; the city worked with radio and the Department of Emergency Services to respond. Phelps said staff will follow up to identify vulnerabilities and report back to the commission.
