City sunshines bid solicitations for alley resurfacing and sign replacement; stream restoration permit approved

Ms. Hoover announced that ordinances were sun shined to allow the city manager to advertise for bids for the 2026 Downtown Alley Resurfacing (City Project No. 2025-138) and the City Street Sign Replacement Phase 10 (Project No. 2025-139). The ordinances authorize rejecting any and all bids and rebidding if required and allow the city to enter contracts with the lowest and most qualified bidder.
Engineering Director Mike Dolak reported that a required EPA director's authorization for a stream-restoration segment — approximately 650 feet — was approved on Jan. 6 and that he would notify construction teams and forward updates to the manager for distribution to council. Mr. Dolak said the project was nearing the contracting stage.
