Two residents raised neighborhood concerns during the public-comment portion of the Nov. 17 Lewistown City Commission meeting.
Mona Harrell of 134 Southland Road asked the commission "if her property has been zoned yet," saying the parcel was annexed in 2015 but she still lacks a zoning designation and has had to pay for gravel or plowing on her street. City Manager Holly Phelps said the City Planner is working on a full zoning update to ensure compliance with the 2024 Land Use Plan and that she would note requests for street maintenance and signage and follow up.
Lewis Harrell, who shares the 134 Southland Road address, said he was concerned about weeds on an adjacent property and unclear property boundaries that affect tax obligations and road use. Phelps said the city participates in the County Weed District and recommended reporting the issue to code enforcement; she added that a local survey company could perform a retracement and that the County Clerk and Recorder holds the official survey records.
Why it matters: The comments highlight ongoing confusion for residents about the practical effects of annexation, the pace of zoning updates and who is responsible for maintenance of private or county-owned roads that serve annexed properties.
