City Manager reports Veterans Day closure, snow‑ordinance rollout, bridge barricades and election turnout

City Manager Holly Phelps briefed the Commission on several administrative matters at the Nov. 3 meeting.
Phelps said, “The City Offices will be closed in remembrance of Veterans Day,” while noting that certain departments, including Public Works, will have staff on call. She warned of a recent uptick in spam and phishing attempts and asked residents to forward suspicious emails to the City Manager or IT contractor so they can be reported. Phelps also asked commissioners whether the City should host a Holiday Open House this year.
On public‑works matters, Phelps said the new snow ordinance will go into effect Nov. 20 and staff are preparing flyers targeted to properties affected by the ordinance change. She said the State inspected bridges and recommended barricades near 2nd and Broadway because inspectors noted deterioration beneath the curbline; the City will coordinate with the Montana Department of Transportation and Fergus County (the county is responsible for bridges). Finally, Phelps noted roughly 25% of ballots had been returned in each ward and reminded residents ballots were due by 8 p.m. on Nov. 4.
The Commission did not take formal action on these informational items; staff will proceed with outreach and operational steps reflected in Phelps’ report.
