Melody McClurg, who presented the Choice Neighborhood plan, told council the HUD application contemplates a major redevelopment and discussed a grant application in the $20–$30 million range; council discussion referenced a $26 million award figure and staff explained the grant does not allow infrastructure spending but does require a 5% local match. Mr. Gorman urged support, saying, "We have an opportunity here as a city to get $26 million to revitalize the north end of our town." Mr. Mayo moved that the city join as a co-applicant; the motion passed on roll call with all ayes.
