Steubenville City Council adopted Ordinance No. 2025-87 on third and final reading Tuesday, authorizing approval of expenditures over $3,000 without a purchase order under Ohio Revised Code section 5705.41.
Mayor Ralph Petrella declared the ordinance adopted after Mr. McManamon called the question and the roll call showed unanimous support. Mayor Petrella stated, "So moved Ordinance No. 2025-87 is duly adopted." The ordinance is scheduled to take effect on Feb. 12, 2026. Council did not record any amendments during the vote.
