Council to table Franciscan University rezoning until Feb. 2 public hearing

Council members on Tuesday were told they must delay final action on a rezoning request by Franciscan University of Steubenville.
Law Director Costa Mastros told the Steubenville City Council that Ordinance No. 2026‑2, which would rezone 10 parcels at 1235 University Boulevard from "I‑1" general commercial and industrial to a "P" public and semi‑public district, will be tabled until the council holds a public hearing on Feb. 2. "Next week they will have to table this ordinance until they have the public hearing for this ordinance," Mastros said. After that hearing, Mastros said, council can remove the tabled status for a third and final reading.
The ordinance was introduced in the planning committee with Messrs. Mayo, McManamon and Albaugh listed as sponsors; Mastros' announcement sets the procedural schedule for the council's next steps. The legal description and rezoning request were presented as second reading notices; no final vote was taken at the Jan. 20 meeting.
Council members may vote to untable and proceed with the third reading following the Feb. 2 public hearing, which provides residents an opportunity to speak on the proposal.
