Administrator outlines plan to boost online utility billing; proposes one-time credits

The Dell Rapids City Administrator outlined a campaign to increase online utility-billing uptake and asked whether the council wanted staff to bring a fleshed-out proposal to the full council or refer it to the Utilities Committee. Administrator (S3) said current online enrollment is roughly 15% with a target up to 33% and proposed one-time credits to encourage switching.
“Currently, we've only got about 15% of our customers taking their bills online,” Administrator (S3) said, explaining that staff estimates about $4,500 to implement incentives and about $2,500 in annual savings thereafter. Administrator (S3) said the program could be advertised in November and December and launched in January if the council chooses to move forward.
