Council Member Tony Moore told the Service Committee that State Route 83 is a top sidewalk priority because of its heavy traffic and safety concerns. Moore said sidewalks from Riegelsberger Road to the Highland Park subdivision have been discussed for years and that, with a roundabout planned, it is now appropriate to begin coordinated sidewalk planning. City Engineer Ryan Cummins said right-of-way acquisition for the Kinzel Road to Bentley Drive segment is complete and that construction was deferred to 2027 because SR83/254 roadwork is scheduled for 2026.
Resident Chris Ahmed spoke in support of the SR83 sidewalk project, saying safety concerns stem from a lack of shoulders and that pedestrian access to Avon Commons is important. Mayor Bryan Jensen told the Committee that grant funding covers the segment north of Kinzel Road but that the southern portion will need additional planning and likely will not be built until about 2028 to avoid duplicative work near a future roundabout on the North Ridgeville border.
