Avon utility staff propose 2% water increases and 6% sewer increases for 2026–27; Mayor seeks further public input

Brian Bruce, Superintendent of Utilities, presented Ordinance No. 9-26 proposing a 2% increase to water rates and a 6% increase to sewer rates for both 2026 and 2027, along with adjustments to the large-user discount and a proposed $50 late fee for backflow testing noncompliance.
Bruce provided examples of resident impacts: a household using 5,000 gallons monthly would see an annual increase of about $37.20 in 2026 and $39.00 in 2027; a 2,000-gallon user would see an increase of roughly $15 annually. Law Director John Gasior said future escalations would be tied to the Cleveland Construction Cost Index. Mayor Bryan Jensen asked that the ordinance be presented as a first reading rather than passed by emergency to permit additional public feedback.
